The Center for Scientific Projects ‘Synthesis’ has developed a set of indicative indicators to evaluate the use of financial resources in projects and programs aimed at demining areas within territorial communities
A sharp increase in defense spending has significantly impacted the public finance system. Under the influence of this factor, local budget resources have been substantially reduced, while the restoration of critical infrastructure and the provision of social standards have become the most pressing challenges for national policy. In such conditions, overcoming the consequences of military aggression, increasing the resilience of territorial communities, and strengthening their security become key tasks.
At the same time, addressing the consequences of aggression under conditions of limited financial resources requires setting clear priorities—ones that must be determined directly by the communities themselves. For many territorial communities, demining their land has become a highly relevant objective.
Mined lands pose a serious threat to human life and prevent economic activity in the agricultural sector of the national economy, which significantly slows down the recovery process.
Today, many programs (projects) are already underway and substantial financial resources are being allocated. However, there is still a lack of systemic indicative indicators by which communities can assess the effectiveness and efficiency of the financial resources used for these purposes.
